Webhook Creation Per User Authenticated

I have successfully created Webhook on my Developers Email from the console and everything is working fine.

Okay Lets assume that User: example@gmail.com authenticates on my app via connect_token, how do I programatically add the Newly sign up user to the Webhook

Or Do I still need to add the User to webhook from the console.

I have been working with the Webhook Parameters for new User creation, but the present code does not provides option for Users id as in case of using Contextio Console.

Again there is option in the Webhook Parameter to explicitly define the Email address to be Webhooked.

I need a docs on this with explicit example on php.
